Amongst the reasons for "e-learning" having a low appeal is the approach taken by many organisations, IE just dumping large volumes of text and illustrations onto web sites or disks and expecting people to read through it all and understand.
This is not going to work in most cases. What is needed is a variety of approaches and some direct human interaction. Under most circumstances using the internet is a "sit forward" experience. The user has to do all the work with reading and browsing. Also the sequence of information is often linear, such that when someine reaches a point they don't understand they are blocked from further progress.
It isn't surprising that many people tire of this approach!.
